All of the merchandise I have seen has the long layers. They must of made a quick decision to make them shorter which we see in the film. The El Capitan Theater showed this version of the dress that Emma did wear.

Unlike Snow White, she also has to deal with her stepsisters besides her stepmother. Her soft and kind voice. She looks graceful in anything she wears. There is a lot I love about her and all of the Disney female characters.
